Traffic groups in BIG-IP HA configurations own the floating IP and MAC addresses used for failover. MAC masquerade is a per-traffic-group setting found at Device Management > Traffic Groups > traffic-group-1, where you can assign a static MAC address so that ARP re-convergence is not required after a failover event.

Network > ARP Static List manages static ARP entries for IP-to-MAC mappings, not MAC masquerade assignment for traffic groups.
