Applying it to the oversized raw footage files ensures they remain on the DATA volume where the near-line device cannot handle them, without disabling migration for other files on the same volume.

Ds (Don't Suballocate) controls whether the file uses block suballocation and has no bearing on near-line migration eligibility.
